In the summer of 2004 De Waal was asked by Gemex Consultancy to facilitate the market introduction of a LED based light source. A novel light source which is based on a well thought through patentable concept of specific LED arrangements and smart use of common electric components. De Waal Consultancy contacted possible strong strategic partners for large scale production and implementation of various applications based on the LED light source. This strategic partner was ultimately found at Tendris Holding with whom a joint venture was founded and shaped named Lemnis Lighting.

Tendris Holding has initiated the development of TiO2 nano particles having an organic coating. TiO2 is known for its excellent UV blocking qualities and high refractive index. The organic coating makes the TiO2 nano particles ready to be added transparently in a wide variety of polymers, giving these polymers unique properties. The development was done in conjunction with the University of Twente/MESA+ Institute, Sensa, Gemex Consultancy and De Waal Consultancy, resulting in several patents and the foundation of Sparkxis.
Cell Broadcast, a tool of the (local) authorities for alert and warning services to the public is currently introduced in the Netherlands. De Waal has years of experience with Cell Broadcast.
As senior policy advisor at the Ministry of Economic Affairs De Waal was project manager of the Cell Broadcast field tests, the feasibility study, the cost analyses for nation wide implementation and ultimately the European tender for ´Location based Public Services´.

Advisor e-Governance - CEASA International stands for Cellular Emergency Advisory Service Association, a non commercial initiative to promote Cell Broadcast as the platform for public alert and warning messages. CEASA helps to write the best practices and MoUs for the deployment of Cell Broadcast.
Each nation state has its own CEASA branch, setting the best practices for that sovereign state, in conjunction with governmental institutes and mobile network operators. De Waal was one of the advisors for CEASA Netherlands.
